A Mission Rooted in Collaboration and Reform

ELEFA was formed with a clear and urgent purpose: to help police, civic, and community leaders work together to reinvent law enforcement in ways that are effective, respectful, restrained, and—above all—safe for both the public and the police.

This mission is grounded in real-world experience. ELEFA’s founding insights emerged from the extensive work supporting the City of New Orleans as it reformed its police department under a judicially imposed U.S. Department of Justice Consent Decree. Through that process, ELEFA’s leaders witnessed firsthand that meaningful, sustainable reform is possible when community voices, civic leadership, and law enforcement professionals come together with shared goals and mutual accountability.

Transforming Culture, Policy, and Practice

At the heart of ELEFA’s approach is the belief that public safety improves when trust improves. To achieve this, ELEFA leverages a diverse set of interdisciplinary skills—spanning policy development, organizational culture change, training, community engagement, and data-driven evaluation.

The organization works with police departments to:

  • Strengthen lawful, respectful, and effective policing practices

  • Build internal cultures that value restraint, professionalism, and accountability

  • Develop policies and training that reflect modern expectations for public safety

  • Foster relationships of trust between officers and the communities they serve

This work is not theoretical. It is practical, hands-on, and rooted in the lived experiences of cities striving to balance enforcement, crime deterrence, and community partnership.

A Shared Vision for Safer Communities

The January–June Semiannual Report highlights the progress made across multiple jurisdictions, the lessons learned, and the opportunities ahead. It underscores a central truth: effective policing and community trust are not competing priorities—they are mutually reinforcing outcomes.
